General
Talia is a character in a story. As the story goes, she slept for quite some time (likely a year) and was awakened by the kiss of the Sun King. It is apparently a very improper story.
Nynaeve thinks about the story when she wishes that she could forget her worries by sleeping for a month, or a year, and be awakened by Lan's kiss, as with Talia and the Sun King. She then thinks that she is being ridiculous, because it is only a story, and that she is not about to become some man's pet.
