Elisane Tishar was an Aes Sedai who lived in the first century after the Breaking of the World. She was one of the women to decide the construction of Tar Valon as a center of Aes Sedai power.
She was raised the first Amyrlin Seat of the Hall of the White Tower over a hundred years before the White Tower itself was actually finished, and had possibly already reigned for several years as of 98 AB (The World of Robert Jordan's "The Wheel of Time").
