Aethelaine is the local lady of Jurador, a town in Altara. She apparently says whatever the salt merchants tell her to.
She swore the Oaths of Return to the Seanchan and offered to pay them a salt taxt.
Her palace is located on Jurador's main square, but it does not look much different than the salt merchants' houses.
