Blasic Faloun is a Seanchan soldier and a former morat'raken. He is short and graying with a lean face and a black leather patch over his missing right eye. A puckered scar slants over his forehead and onto his cheek.
Since he has lost his ability to fly, he sees to the clerk-work all the time.
When Tylee Khirgan comes to him, one of his clerks dies of spewing beetles. He orders men to have the man prepared for the last rituals. Tylee then asks for six raken, eighteen fliers and a company of groundlings, but she gets only four raken and twelve fliers due to a shortage of them.
