Not sure if Cassie counts as a minion, but it doesn't fit under any department and she kinda is Riley's minion, right? :P
I think she is probably part of the executive branch in the same way that the Amyrlin's assistant i, so I'd put her there
I thought of that, but Cassie isn't part of the Executive Staff usergroup as Tian is so maybe it's not the same?
