TarValon.Net became incorporated. This allows for focusing more on philanthropy. The process for becoming a non-profit was begun. The Tar Valon Times moved to the Department of Community Development. The position of Shatayan was created and filled by Arisaema Draconis.Ubahsur Kindellaer took over as director of the Department of Administration. Department of Philanthropy was established as its own department.
