The Village Council is the local governing body in many villages and even small towns, chosen by the townsmen, and headed by a mayor, who is also elected. They are responsible for decisions that affect the village as a whole and for negotiation with, and coordinating action with, the councils of other villages over matters which affect both. Traditionally they are in opposition to the Women's Circle who they see as meddling in their affairs.
