Tear does not allow anyone in or out of them without a Tairen pilot on board (TWoRJTWoT, Ch. 30), though after the execution of Nesta, Sea Folk ships in large numbers sailed though the Fingers of the Dragon to Tear without pilots (WH, Ch. 9).
