The TarValon.Net Membership Manual contains additional information on this topic.

A Senior Member is anyone who has earned the title of Aes Sedai or Gaidin in our community. These people have worked hard, gone through several examinations by the Hall, and passed two sets of tests. They have shown themselves to be dedicated to our community and have integrated themselves fully.

Junior members then become full members of their Ajah as Aes Sedai, or full members of their Company as Gaidin.

Senior Members can form bonds with each other, with the exception of Aes Sedai of the Red Ajah who, in accordance with the books, do not bond. Gaidin and Aes Sedai of the Green Ajah can form two bonds. Through the merit system, it is possible for Senior Members to gain one more bond than they started with, including the Red Ajah.
