Historically, as we have had different people writing, I don't think we have had any firm rules, but I would say that they have to actually do something to count, although if they are part of a crowd scene, it can be a difficult line to judge, especially if we are choosing between people who are named and those who we know are in a group but are not named--Toral, Department Director and subsupreme overlord 15:24, 16 January 2013 (UTC)
