Isebele was a ruler of Dal Calain (a nation that vanished during the War of the Hundred Years) who made the Amyrlin Anghara come to her; Mat thinks that Tylin may "make even an Aes Sedai step back" like Isebele of Dal Calain
(Reference: A Crown of Swords, Chapter 16).
