I put in a __NOTOC__ to prevent a table of contents, that simplifies it a lot

I just did the format this way to show you how huge this article would be and how varied the roles and structure is. I think you'll be more comfortable with less subsections but then we run into difficulty breaking down the structure with headings. If you look at Community Development, Membership and Moderation all have a LOT of roles that rotate frequently and are part of sub departments. Good question I was thinking that most departments have several 6 month rotations, which mostly switch mid year, but for those that don't, there would be a lot of people
