Bili Mandair is one of the children born in Lord Ellisar's camp outside Tar Valon during the Aiel War. He was born to Willa Mandair, in sight of Dragonmount, on the day Gitara Moroso spoke her Foretelling of the Dragon's rebirth.
When Moiraine copies his entry that was originally taken by Ellid, she considers him to be a possible Dragon Reborn, although his exact birthplace is not further specified.
