The Kainec Protocol is an Andoran law governing mercenaries. Under the Kainec protocol, a man who kills a member of a mercenary group may be found guilty of killing illegally, rather than murder. The sentence when a person is found guilty under the Kainec protocol may be decided by the commander of the mercenary group the victim was a member of.
