General

This report was issued in June 2004 and covered the part of 2003 not included in May 2003's Annual Report. The site began to shift its focus from one of growth to one maintaining and paving a way for more controlled growth in the future. The message boards left EZboard and moved to boards hosed at Sandmashar.com. TarValon.Net began to become a premier community for Wheel of Time gatherings.
Administration

The very first Admin meeting was held in July, in Santa Clarita, California. It was at this meeting that departments were created, and department heads and staff were chosen to run them. The Hall's purpose shifted from serving as an advising and disciplinary body to that which now reviews and makes decisions on who shall achieve, and advance in, membership within the Tower.
Membership
General
The rank of Citizen was created in April. This level of membership was added to provide an extra buffer between joining the site and becoming a Senior Member. It was also intended to help weed out applicants that were not serious about entering the Tower.
Raisings

Forty-three Aes Sedai and twenty-one Gaidin are known to have been raised.
Bondings

April 25-27, held in Fairview, Tennessee. 59 people attended.
- Main article: Fall Ball 2003
November 7-9, held in Las Vegas, Nevada. The first Tower Marriage ceremony occurred. 25 people attended.

July 11-13, held in Brandon, UK. This was the first European event held. 9 people were known to have attended.

At the beginning of April, Val a'Shain took over as Master at Arms. On August 20, Shyana al'Veara became Mistress of Novices. Riley Maconnar was chosen as the first Mayor on March 14.
