The Council of Twenty-Two is an Aiel council. They meet in Aviendha's vision of the future to discuss what the Aiel should do after the White Tower had fallen. They didn't have the strength to fight and if they became slaves the Aiel would die so Ladalin said they must retreat into the Three-fold Land and hope to build up strength. We do not know what their original purpose was but there are only five remaining of the twenty-two.
