General
Jesse Bilal is the head of the Brown Ajah's council. She remained in the Tower when it split (LoC, Ch. 27).
Timeline
- Jesse insists that Nesune Bihara be one of the sisters in the Tower embassy to Rand. (LoC, Ch. 27)
- Following the split in the Tower, Jesse suggests to Adelorna, Ferane, Serancha and Suana, all of them heads of their respective Ajahs, that they attempt to control the Tower between them. They sent the youngest Sitters of their Ajahs to the rebels in an attempt to control the rebels and bring about a reunification of the Tower. To temporarily replace these Sitters, they choose young sisters whom they can control (TGS, Ch. 43). Jesse picks Juilaine to be the new Brown Sitter (CoT, Prologue).
