Millis Fendry is the innkeeper of The Hoop and Arrow in Caemlyn. Presumably, she is also a spy for the Brown Ajah.
She keeps pigeons and sends one north every time Milam Harnder, another spy, visits her, although he claims his visitations are because of the good ale Mistress Fendry makes.
Once, three Aes Sedai of the Brown Ajah went hooded to the inn and spent over an hour in private talk with Mistress Fendry.
