Noren M'Shar is one of the major cities in Seanchan; it is the third largest (TWoRJTWoT). It lies in the south, on the eastern shore of a river flowing into a bay mouth (Map).

It is possible that Noren M'Shar is the southernmost civilized city as Tuon thinks to herself: "An owl calling at dawn meant a death and rain without clouds an unexpected visitor whether in Imfaral or Noren M'Shar." Imfaral lies in the far north and this quote should imply that omens are read in the same manner all over Seanchan (WH, Ch. 14).
