Toma was a townsman during the War of the Shadow.

On the day the Bore was sealed, Toma struck Coumin, because he believed his family served Lanfear and the other Forsaken. He threatens to "treat the lot of you (the Aiel) like we treated that crazy old man." He and some followers of his apparently hung Charn.
