The Village Council is the local governing body in many villages and even small towns, chosen by the townsmen, and headed by a mayor, who is also elected. they are responsible for decisions that effect the village as a whole and for negotiation with, and co-ordinating action with, the councils of other villages over matters which affect both. Traditionally they are in opposition to the Women's Circle who they see as meddling in their affairs.
