Willa Mandair is a woman in Lord Ellisar's encampment outside of Tar Valon at the end of the Aiel War. She gave birth to a son, Bili, on the day of Gitara Moroso's Foretelling. Ellid wrote down Willa and Bili's names as part of Tamra's bounty (New Spring, Chapter 3), but did not write down how far or how close to Dragonmount Bili was born.
