Cities Before the Breaking

The Age of Legends, before the Breaking of the World, ended over three thousand years ago. Throughout the years, almost all information has been lost, and what remains comes only from a few fragmented records.
There is never any mention of there being "nations" during the Age of Legends; there are only mentions of great cities, with no nations attached to them. It is possible that there were either no nations, or that the boundaries between nations weren't considered important.
The cities, however, are often described to be "major metropolitan areas". By using the One Power, the builders were able to create "such latitude in architectural design and construction that almost every artistic whim could be indulged" (The World of Robert Jordan's "The Wheel of Time"). Chora trees lined the streets and walkways. Each city is described to have been a piece of art.
