General
Heran Adan is the Governor of Baerlon, Andor (TEoTW, Glossary).
He does not trust the Children of the Light and will not let more than ten inside Baerlon's walls at a time (TEotW, Ch. 13). They are making trouble for Adan and claim that an Aes Sedai is in the city, which he does not believe (TEotW, Ch. 14).
