Lomas is a Kandori soldier and a scout for Queen Ethenielle's escort to her meeting with the other rulers of the Borderlands in the Black Hills.

He is described as a sly, lean-faced man with a foxhead crest on his helmet.

He lets the escort know when the appointed meeting place comes in sight.
