Merean Tihoma was the first queen of Shienar. Along with leaders in the other Borderland provinces, she seized power shortly after Hawkwing's death so that they could better defend the Blight without getting involved in the struggles that overtook the southern nations (The Wheel of Time Roleplaying Game).
