Padan Fain is known to the folk from the Two Rivers as a peddler, who comes by the villages around the time of Bel Tine to sell lanterns and other household items.

Season 1
Fain arrives in Emond's Field with his wagon full of trinkets, household items, and other things. Children are happy to see him, but there aren't generally many customers. Mat tries to sell Fain a bracelet, which he believes is very valuable. Fain, however rips off Mat with the money, since he could tell the bracelet is stolen.
Fain remains in the village during the festivities, but seemingly runs away once Trollocs attack the villagers, and is considered dead.
However, Padan Fain's whistling is heard in Shadar Logoth while the Emond's Field group is asleep in the dead city.
By the time Rand and Mat reach Tar Valon, Padan Fain is already in the city and is seen watching them in an alley. He also observes Mat when the youth watches the procession of Aes Sedai who are bringing the false Dragon Logain captured into the city.
