Samara is a city in Ghealdan on the River Eldar. The city has grey stone walls, with towers at the gates and villages of huts surrounding it. Inside the city, the houses are a mix of thatched and tiled (TFoH, Ch. 37). Architecturally, many of the buildings are two to three stories high, and loom over the narrow streets, putting them in shadow. The town is run by a governor rather than a mayor, and perhaps unusually, the governor is a woman (TFoH, Ch. 37).
The town was the first place Masema and the other Shienarans went after Jehannah when Moiraine sent them away and as such was the first to suffer from the Prophet's mobs. This came to rioting when both the Whitecloaks and the Prophet commandeered a boat, the Riverserpent and much of the town was destroyed (TFoH, Ch. 39). The Prophet's mobs eventually left for Abila, while the Black Ajah were passing through, leaving the town virtually in ruins (WH, Ch. 10).
