Rafela Cindal is an Aes Sedai of the Blue Ajah. A plump Tairen (LoC, Ch. 41, ACoS, Ch. 34), her round face is usually mild and pleasant (LoC, Ch. 41, LoC, Ch. 49). Bonded to Mahiro Shukosa, a Kandori Lord (LoC, Ch. 49).
She was part of the Salidar Embassy sent out to Rand (LoC, Prologue) and she swore fealty to Rand at Dumai's Wells (LoC, Ch. 55).
She and Merana negotiated a bargain with the Sea Folk (TPoD, Ch. 27).
Min had a viewing of Alanna, Bera, Faeldrin, Merana and Rafela in Rand's hand, and tells him that they are his and that he can trust them (ACoS, Ch. 34)
