Torven Rikshan is a Cairhienin lord who is in Perrin's army. He was placed in charge of one of the twenty camps within the larger mass of refugees. His camp was known to have a large number of nobles in it. Torven has been giving the quartermaster Bavin Rockshaw some kind of bribe to make sure that he got meals more quickly than the other camps.
